Optional guidance: C02 C03 C04 if enrolled employee; C05 view-only; R01/R03 reader orientation only if assigned
Administrative track: A03 create/generate/print only
Reporting track: Guest/location view; reporting orientation
Role boundaries: Location edit/regenerate; check-in/guest/location exports; approvals; shifts mutation; own itinerary/leave
